The Investment Bill will be forwarded to the Government in November in order to be approved by an urgent ordinance, the law coming into force starting with January 1, 1998, the reform Minister Ulm Spineanu declared Wednesday at a news conference.
The text of the bill will be finished by October 25, after which it will be analysed by a group of Romanian and foreign experts, Spineanu added.
The Reform minister said that a series of provisions will b taken over from the actual foreign investment law, "lest it should affect an already set framework."
"The Investment law will make no discrimination between the autochtonous and foreign investors", Spineanu emphasised. He said that we have to come to the moment when the Romanian capital will penetrate other markets as an investment bid."
Spineanu said that ARD is to launch a new type of investor certificate within a week. The other investor certificates launched by ARD remain valid.
