Victor Ciorbea to privatize the banking system by urgent ordinances

The prime Minister Victor Ciorbea declared Thursday that he intends to withdraw the three bills regarding the privatization of the banking system and promote them instead by urgent ordinances.
"We cannot keep on delaying the beginning of the privatization within the banking system", the head of the Executive declared, adding that he will promote the three bills even if the opposition protests.
The President of the European Bank for Reconstruction and Development (EBRD), Jacques de Larosiere, declared Wednesday at the meeting with the Finance Minister Mircea Ciumara, that the institution he represents is interested in the restructuring and the privatization of some banking institutions such as the Agricultural Bank and some commercial or autochtonous administrations. EBRD’s intention is made difficult by the delay in realising the legislative network of the banking system.
Ciorbea and Larosiere discussed Thursday about a series of already negotiated projects of $ 350 million which are to be signed. Ciorbea added that in the next 18 months there will be finalized other negotiations for the conclusion of some $ 650 million projects. The projects refer to the energetic system, the telecommunications, the privatization of different commercial societies such as IMGB and Oltchim. Ciorbea added that before the reunion of the Consultative Council of the six financial organizations – IMF, the World Bank, EBRD, EIB, G 24 and the EU – which will be held on November 19, there will be a previous reunion with the EBRD leadership for the analyse of the respective projects.
Larosiere said at the meeting with Ciumara that it is for the benefit of Romania that the restructuring of the economy should be accomplished as soon as possible, saying that EBRD’s implicates in Central and Eastern Europe in the prospect of these states’ admission to the EU.
The EBRD president said that Romania is the second important client of this European financial institution, stating that this bank is to play a real historic role in Romania since the Government of Bucharest is so determined in applying the economic reforms.
